Much of the debate about broadband in Wales was, at the time of writing this report, about access and speed, but these aren’t the only issues: the question of the low take-up of broadband amongst households in Wales, and in particular amongst older people and low income households, is the real challenge in Wales.

The report author, Victoria Winckler, argued that unless more is done to tackle this socio-economic aspect of the digital divide, digital exclusion will get worse and will exacerbate existing divisions between rich and poor.
