Our response to the Equality and Social Justice inquiry into fuel poverty and the Warm Homes Programme

The Bevan Foundation have submitted evidence to the Equality and Social Justice Committee inquiry into fuel poverty and the Warm Homes Programme

The Senedd’s Equality and Social Justice Committee recently called for written evidence as it began its inquiry into fuel poverty and the Warm Homes Programme. The Bevan Foundation submitted a response that considered the weaknesses of the Welsh Government’s current approach, and proposed suggestions as to how it could be strengthened in future. 

The key argument set out in our response was that a single programme cannot have the dual aim of reducing fuel poverty and decarbonising homes. We argued that the Warm Homes Programme failed to adequately meet either objective as a result of its dual aims. To address this, we proposed that the Welsh Government should establish two separate programmes, one focused on decarbonising homes, and one on fuel poverty.
