Low income households face extra costs for fuel, financial services and education – this report sets out ideas for action that would help low income households to overcome this double penalty. The report is based on the outcome of round-table discussions with experts in the relevant fields, and includes contributions by Anne Crowley, Nuria Zolle and Lindsey Kearton.  It concludes that government at Wales and UK level must take action to prevent households being penalised simply because they do not have buying power.
