Our views on the priorities for the Climate Change, Environment and Infrastructure Committee

A focus on a fair transition will be vital in taking the committee’s work forward

The Bevan Foundation was pleased to respond to the Climate Change, Environment and Infrastructure Committee’s consultation on its priorities for the Sixth Senedd (2021-2026). Given the extensive remit of the committee, there are a range of considerations that we were grateful for the opportunity to share. These include:

  • A fair transition should be central focus of the committee’s work. The most disadvantaged people and places are often some of the lowest contributors to Wales’ carbon footprint. Equally, the effects of climate change are felt unevenly, as are the availability of options and capacity to respond to climate change. 

  • Infrastructure such as public transport will be central in helping facilitate the modal shift essential for changing the way we live and travel. This includes the provision of accessible, affordable and available public transport in  and acknowledging that the greatest change is likely to be required amongst those with the most resources.

  • It will be important to understand how business and industries are being mandated and supported to de-carbonise by the Welsh Government and the skills that will be needed for a fair transition for businesses and workers.
  • Thriving and sustainable places form a key part of a fair transition. We advocate the development of some  Anchor Towns to help rebalance economic activity in Wales. Town centre regeneration must take take into consideration the wider circumstances of towns, including housing, availability of services and connectivity.
