Winter 2009/10 was one of the coldest on record yet thousands of families in Wales could not afford to heat their homes adequately: how people on low incomes cope with cold weather is explored in this report, using a mixture of interviews and statistical analysis.  The report, written by James Radcliffe, asks if policy on fuel poverty needs to change to ensure that the basic need of a warm home is met.
