Affordable Housing in the Valleys: response to the Affordable Housing Supply Independent Review

The Joseph Rowntree Foundation and Bevan Foundation have submitted a joint response to the Independent Review of Affordable Housing Supply in Wales.

The evidence draws on an in-depth analysis of the housing market in the South Wales valleys undertaken by a team Sheffield University. The evidence argues that:

  1. There should be greater understanding of need, and more robust supply responses at wider spatial scales than at present.
  2. There should be a clear measure of affordability for the sector. The regulatory framework for housing associations should make clear how affordability issues can be identified, and residents should have a role in developing rent policies.
  3. Social Housing Grant and other housing related grants should be reformed to better target allocations based on demand-side factors and allow for greater adjustment of grant levels between lower- and higher-demand areas.
