The dualling of the A465 Heads of the Valleys Road between Hirwaun and Abergavenny, at an estimated cost of £300 million, represents one of the largest public sector infrastructure projects in Wales and there is widespread expectation that the road improvement will have a significant impact on investment and economic activity along the Heads of the Valleys corridor which could, ultimately, will generate higher and sustained levels of prosperity in one of the poorest areas of Wales. This report looks at the possible impact of the completion of the A465, Heads of the Valleys road. This report is a good testament to the expectations that surrounded this project and provides a guide to measure its success.
