Questions about Metro

At a recent conference on the South Wales Metro, Bevan Foundation Director, Victoria Winckler,  questioned some of the assumptions made about the relationship between Cardiff and the south Wales valleys.

Victoria was a panelist at a conference held on 8th November, organised by Capital Law with the Institute for Welsh Affairs and others.  The session aimed to discuss the institutional arrangements that would maximise the benefits of the investment in the Metro.

In her contribution, Victoria outlined that she thought the key requirements for any institution were accountability and transparency, fitness for purpose, and resilience. She suggested that current arrangements fell short on all three of these criteria. She also commented that too many assumptions about places – and in particular the south Wales valleys – were being made and urged decision-makers to take a fresh look.
