Food banks, uniform banks, furniture reuse centres and homelessness shelters – for example – have become an established part of the services that people rely on. They are arguably now part of the wider welfare state.

Victoria Winckler is the Director of the Bevan Foundation. Victoria frequently gives expert evidence to Assembly Committees, comments in online articles and speaks at a wide range of events. She is currently a member of the Ministerial Tax Advisory Group, and a board member of Traveline Cymru.
