Without hype or a referendum, an increasing number of tax powers have been devolved to Wales. Devolved Taxes in Wales: The Context offers an overview of Welsh tax powers in comparison to the rest of the UK, and what this emerging tax system might mean for new Welsh taxes.

Business rates, council tax, land transaction tax and landfill disposals tax have or will all be devolved to Wales in the next couple of years, and by 2020 the Welsh Government could be responsible for raising a fifth of all taxes collected in Wales. This would follow a ‘yes’ vote in a referendum on a Welsh rate of income tax, and would also take into account any new taxes introduced by the Welsh Assembly which requires the consent of the UK Parliament.

As part of the Tax for Good project, this paper sets out the development of devolved taxation in Wales, and compares it to the devolution of taxes to other devolved nations and city regions in the UK. It considers the taxes currently devolved to Wales, as well as what the new Welsh tax system should look like.
